Following the recent visit of International Monetary Fund (IMF) head Kristalina Georgieva, it was announced that there will be changes in the team responsible for overseeing Argentina's accounts. Economist Joyce Wong will replace Bikas Joshi as the head of the mission for the country and will oversee the review of the agreement made with the organization.
Of Portuguese origin, Wong arrived in the country with the delegation accompanying Georgieva, stayed with her during her visit, and assisted her in the tours of the main destinations on her agenda: she was present at the press conference held by the head of the IMF at the Ministry of Economy, in the meeting with President Javier Milei, and in the visit to Vaca Muerta. She also participated in the dinner with various businessmen from the so-called "red circle".
According to her profile published on the official IMF website, Wong holds a PhD in Economics from New York University and her research areas include inequality, labor, and household life cycle decisions.
In her new role, she will replace Joshi, who will become the head of the IMF mission in Chile as part of the usual rotation plan that the organization conducts with its various economists. However, this will not be Wong's first contact with our country: she previously served as the economist for the Argentine case during the government of Mauricio Macri, and it is said that she has knowledge of the current situation regarding the recent agreement.
After her participation with the auditing team of Roberto Cardarelli, she left the IMF to work at the Inter-American Development Bank (IDB), where she served as a senior advisor. At that time, she continued to be involved in research on some of the main structural challenges in Latin America.
Upon her return to the IMF, she took on a more prominent role. She served as a desk economist for Jamaica and several Central American countries in the Western Hemisphere Department of the Fund, before becoming a senior economist in the Regional Analysis and Strategy Division of the Middle East and Central Asia Department of the IMF.
Like Joshi, Wong will continue to report to Venezuelan Luis Cubeddu, deputy director of the Western Hemisphere Department of the IMF. In her daily work, she will need to coordinate with Max Alier, the IMF resident representative in Argentina and the first point of contact between the country's authorities and the organization.
Her arrival coincided with Georgieva's recent visit, during which she supported the economic direction of the Argentine government and ruled out the possibility of granting more funds. "My conviction is that the country is on a good path and there will be no need for more funds," she stated during the press conference at the Ministry of Economy alongside Luis Caputo.
The Bulgarian economist analyzed the economic situation facing the country and highlighted that, despite global uncertainty, market confidence has "returned", as evidenced by the ability of provinces and private companies to access borrowing.
Beyond having exceeded the program's targets, Georgieva insisted on the importance of accumulating reserves for the stability of the plan and achieving "more broadly shared growth". In this regard, she emphasized improving financial conditions so that "small businesses and families" can take out loans, as it is necessary to "create jobs and increase consumption".
Having completed and approved the second review of the agreement, Argentina will undergo another scrutiny. Wong will need to focus on the third review, which will assess compliance with the targets until the end of June. If she receives the green light, the Executive Board will need to discuss whether to authorize a new disbursement of 636 million Special Drawing Rights, equivalent to approximately USD 869 million.
