Shanghai Releases Guidelines for the Construction of Artificial Intelligence Standard System from 2026 to 2028

The Shanghai Municipal Market Supervision Administration, the Shanghai Municipal Economic and Information Commission, and the Shanghai Municipal Science and Technology Commission jointly issued the "Guidelines for the Construction of the Artificial Intelligence Standard System in Shanghai (2026-2028)." The document proposes a systematic advancement of the construction of standards related to artificial intelligence over the next three years, clarifying that the three departments will lead the organization in formulating and improving standards in key areas, guiding relevant units to implement them in accordance with actual conditions, and publicly releasing channels for soliciting policy consultations. By 2028, focusing on key areas such as foundational support for artificial intelligence, key technologies, and industry applications, the goal is to lead or participate in more than three international standards, more than ten national standards, and more than twenty industry standards, with a participation rate of over 50% in national standards; to create a number of standardized technical organizations and pilot projects for standardized applications, achieving an implementation rate of over 80% for key standards; to promote the dual empowerment of AI and standardization, enhancing the level of standard digital intelligence; and to initially establish a highland of artificial intelligence standards with international influence.
